Should I eat until I'm full or cut back on my portions to lose weight?

I was recently diagnosed with diabetes and discovered that I am also overweight. I want to lose some weight but don't want to join a gym. I usually fill my plate with my eyes rather than my stomach. I'd like to try meal planning, but I'm not sure whether I should eat to fill up or reduce my portion sizes?
