Should I increase my fiber intake to improve my insulin resistance and lose weight?

I have type 2 diabetes and my body resists insulin especially during the day. I have been trying to shed off excess weight and stay healthier for long. I want to try out meal planning for this but I'm not sure what foods will suit me best. My doctor mentioned high fiber intake but I'm unsure if it will ease insulin resistance too?
