Is it necessary to include water portions in my meal preparations for weight loss?

My diabetes has recently caused my weight to balloon. I want to lose weight without going to the gym. My friend suggested meal planning, which piqued my interest. I'm curious if I need to set water portions with my meals or if it's a completely separate part of the weight loss process.
