Does fruit count as carbs if I snack on it when trying to lose weight?

I've had diabetes for a few months and must constantly monitor my carbohydrate intake. I want to adapt my eating habits. To kick-start my weight loss, a friend suggested I try meal planning. I like dried fruit snacks in small amounts and am wondering if I should count them as separate carbs as well.
